Our Services
We provide a wide range of retirement and estate planning services, including our proprietary design – The Charlie Plan®. We provide full-service pension plan administrative services, actuarial services, and retirement plan consulting for qualified defined benefit and defined contribution plan types. Our firm specializes in plan designing providing plan sponsors the ability to maximize the value of their retirement plan. We work with producers and plan sponsors starting with the plan design phase, through the plan implementation stage and continuing with the day-to-day plan operations.

Charles W. Day – President and CEO
An Enrolled Actuary, Certified Pension Consultant and Chartered Life Underwriter, Charlie spent 27 years in the insurance industry before founding actuarial Business Solutions, L.L.C. in 1994 and bringing into existence an idea that has become known as The Charlie Plan.
Administration Team
Kelly Conroy, A.S.A., E.A., M.A.A.A. – Enrolled Actuary
Kelly is an Enrolled Actuary and an Associate of the Society of Actuaries. Kelly is responsible for designing and implementing new defined benefits plans. Since 1998, she has been performing all actuarial services necessary to keep a plan in compliance.
Janet Cushma – Underwriting Coordinator
With more than 16 years experience in the life insurance business, four of those years have been dedicated to our pension life insurance. Janet is the liaison for agent resources and administrative information by offering dedicated support to producers, agency staff, and policy owners to expedite the processing of pension life product requests. She also ensures that all agent and agency contracting and licensing of insurance, security regulations and appointments are current and in compliance.
Ethel Harmon, M.A – Actuarial Analyst
Ethel has a master’s degree in Mathematics and Statistics from the University of Pittsburgh. With 20 years of experience working with defined benefit plans, Ethel's proficiency is in the valuation and compliance process.
Stephanie Harris, A.S.A., M.A.A.A. – Actuarial Supervisor
As an Associate in the Society of Actuaries, Stephanie focuses her efforts on Defined Benefit plans. She has over 20 years experience in employee benefits. Annual actuarial valuations, government filings, and retirement calculations fill her docket.
Joyce A. Prozzoly – Pension Administrator
Joyce joined our team in March of 2002. She is our dedicated pension administrator servicing our defined contribution plans. With over 17 years experience in the defined contribution industry, Joyce prepares our defined contribution proposals and plan design work as well as performs all of the plans administration duties. She has a Series 6 License.
Nancy L. Steppling – Operations Manager
Since 1992 of management experience in the employee benefits field, Nancy is responsible for the smooth operation of our office. She manages the day-to-day operations, the recruitment of new employees, our human resource administration, and controls the financial operation of the company. She is the “key” to our success.
Christine Zelch – Actuarial Analyst
Christy has 6 years experience and joined our team in June of 2007. Annual valuations, benefit calculations, compliance with government reporting and pension accountings are her areas of expertise. She is currently working towards a Masters in Mathematics degree at the University of Pittsburgh.
